Is the platform software OIG must adopt? No.
Boundary is the tooling our business process engineer uses to deliver the engagement. Nothing is bought, installed, or connected to an OIG system, and no authorization-to-operate question arises.
Every deliverable lands as documents OIG owns outright: process maps, the scored baseline, Workday business process worksheets, RACI, SOPs, UAT scripts and the traceability matrix, in OIG’s preferred formats.
The live instance exists so evaluators can see the method working before award, on illustrative data only.
Two risks we flagged in the response
Sequencing. Process engineering delivers its value before configuration. If the tenant schedule is already advanced, we would rather scope to the processes still genuinely open than sell a full analysis that arrives too late to matter.
Where the difficulty sits. The hard part is not the HR directorate. It is the four directorates that touch HR workflows and do not think of themselves as HR stakeholders. We plan for that with a named sponsor per directorate and capture windows agreed at kickoff.
This portal is an independent capability demonstration prepared by House Strategies Group, LLC. It is not a submission in itself. The response of record is the five-page PDF delivered by email to the Contracting Officer.
